Town & County Tax Payment Options

The Combined Town & County Tax Bills are mailed on the last business day of December every year.  NOTE:  If you are responsible for paying the Combined Town & County taxes and have not received your bill by January 9th, please call (585) 359-7035 to request a duplicate tax bill at no charge.  For property owners whose taxes are held in escrow, tax bills may be forwarded directly to the appropriate lending institution for payment.  Payment options are as follows:

PARTIAL PAYMENT INSTRUCTIONS:

Beginning in January, 2010, Taxpayers have a third option to satisfy their property tax obligations. Partial payments can be made to the Receiver of Taxes, Henrietta prior to May 31st and the Monroe County Treasury after May 31st in the following manner:

1) An initial payment of at least 25% of the taxes due plus any accrued interest can be made at any time between January 1st and August 20th.  Any payment paid on or before Feb 10th is interest-free.  An interest charge will be calculated and deducted from any payment made after February 10th according to the schedule below.

2) Any number of subsequent payments of at least $100.00 can be made any time between the initial payment and August 20th.  Any payment paid on or before Feb 10th is interest-free. An interest charge will be calculated and deducted from any payment made after February 10th according to the schedule below.

3) Partial payments can be made by cash or check or money order but CANNOT be made via credit card or electronic check.

  • PLEASE list your account number on your check.
  • Postmarks: New York State Real Property Tax Laws govern tax collection. The United States Postal Postmark date determines whether a payment is on time.  Any payments postmarked on or before the due date will be considered on time.  It is strongly suggested, if payment is mailed on the due date, to walk into the Post Office and have the date hand stamped by a Postal Employee.
  • Metered Mail: Tax payments delivered by the U.S. Postal service after the due date that do not contain an official U.S. Postal Postmark but rather a “postage meter” mark are not considered timely.
  • Online Banking: Most banks discourage the use of online banking for tax payments because they cannot guarantee your payment will be delivered to our office by the due date.  If you utilize online banking, you do so at your own risk, but we advise against it.  For further information, please read:  Why Online Bill Pay is Not Recommended for Tax Payments.
  • What if the office is closed?: Any time a due date falls on a day in which the Town Offices are closed, or if the Post Office is closed, payments will be accepted on the next business day without penalty or additional interest due.
  • Acceptable Forms of Payment: Cash, Personal Check, Certified or Cashier’s Check, and Money Order.
  • Hours: Town Hall Office hours are Monday thru Friday between the hours of 9:00 a.m. and 5:00 p.m.

Dog Licenses & Lost Dogs

Dog Licenses & Lost Dogs

As directed by the New York State Department of Agriculture and Markets, changes to the dog licensing program took effect on January 15, 2006. The new law requires that a dog license may not be issued for a time period extending beyond the expiration date of a dog's rabies certificate. 

Pursuant to the New York Public Health Law, county public health authorities must offer free clinics at least every four months for the rabies vaccination of dogs, as well as for cats and domesticated ferrets. Contact the Monroe County Health Department for more details.

All dogs within the Town of Henrietta four (4) months of age or older, unless otherwise exempted, are required to be licensed by the Town.

The following is required when a dog is licensed:

Un-spayed or un-neutered dogs require Veterinarian's Certificate indicating current rabies vaccination. The annual fee is $18

Spayed or neutered dogs require Veterinarian's Certificate indicating current rabies vaccination and Veterinarian's Certificate of Spaying/Neutering. The annual fee is $9.

Lost Dogs: Under the Henrietta Town Code, any officer or Animal Control Officer of the town may seize any dog not on the owner's premises or any unlicensed dog, whether or not on the owner's premises.

If you have found or lost a dog, please call Henrietta Animal Control at 359-7009.  The dog can be released once the Clerk has proof of current license, including proof of rabies vaccination, and payment of boarding and seizure fees. The Town Clerk accepts cash, check, Visa, Mastercard and Discover for all dog license transactions.

Henrietta’s new dog park at Lookup Park, is located at 3850 East Henrietta Road.  It has been an exciting new addition to the Town that many are enjoying.  In order to partake in the benefits of this year round park, you must first have your dog up to date on their rabies vaccination, have them licensed (per New York State’s Law), and then register for the dog park, using the following registration form:

To register for the dog park you will need to bring in a copy of the valid licensing paperwork and a receipt of the most recent rabies vaccination, if it has been done after the dog’s current license, showing the date of the vaccine and whether it was a one (1) year or a three (3) year vaccine.  To complete this registration process you can come in to the Henrietta Town Clerk’s Office with all necessary paperwork and payment for twenty four dollars ($24.00).  You can also use the following Application and mail the form in to us with a copy of the above mentioned paperwork and a check or money order made payable to the Town of Henrietta for twenty four dollars ($24.00).  Mail any application to:

Once you have registered for the park, you can enjoy it year round from dawn to dusk.  Dogs should be wearing their license tag as well the park tag.   In order to enter and exit the park you will need the current code, which will be given to you at the time of registration.  Registering for Henrietta’s dog park also allows you to enjoy the other two (2) County Dog Parks (http://www2.monroecounty.gov/parks-DogParks.php).

Passports

Passports

As a convenience for our residents that travel the Town Clerk’s Department has been processing Passport Applications since 2003. As outlined below, new requirements for travel under the Western Hemisphere Travel Initiative, has resulted in a significant increase in the amount of Passport Applications being processed at the Town Hall. In order to provide the best possible service to the residents of Henrietta, the Town Clerk’s Department has a private room for the processing of Passport Applications, which will help to safeguard personal and confidential information for all applicants. In addition to the construction of the private room, all clerks within the Town Clerk’s Department have been trained to become Passport Acceptance Agents. Due to the high volume of passports being processed, please call the Town Hall at (585) 334-7700 to schedule an appointment. Passport appointments can be scheduled Monday through Friday between the hours of 9:30 AM and 3:30 PM. To help us serve you as quickly and efficiently as possible, please be sure to fill out all paperwork prior to your appointment.

For your added convenience, the Town has purchased Passport Photo equipment. Passport photos are now available, and upon request, will be taken during the Passport Application process. Please have your application(s) completed prior to scheduling an appointment.

If Routine Service was requested: Normally, passports are received within 4 to 6 weeks. If the customer is not traveling within the next 10 days and wants to check application status, the advice is to do it online, keeping in mind that it is taking approximately 3 weeks after application for the State Department system to start tracking an application. If the customer, who applied using Routine Service, is traveling within the next 10 days and has not received the passport, they should call the National Passport Information Center at 1-877-487-2778 or email via http://www.travel.state.gov

If Expedite Services and two-way overnight delivery were requested and paid: Normally it takes 2 to 3 weeks from the application date to receive the passport. Now, it is taking 3-4 weeks and possibly longer if it was a renewal by mail and "Expedite" was not marked on the mailing envelope. If the customer hasn't received the passport and is traveling within the next 10 days, they should call the National Passport Information Center at 1-877-487-2278 or email via.

Marriage Licenses

Marriage Licenses are issued Monday through Friday between the hours of 9:30 am and 4:30 pm.  Please note that the wait time may be a little longer during the lunch hour.  The current Marriage License fee is $40.00 – payable by cash, Money Order, Cashier’s Check, or personal check (drawn on a local bank). Visa, MasterCard, Discover are accepted with a 2.65% convenience fee. Please allow approximately twenty (20) minutes for the licensing process.

Both applicants must be present to apply for a Marriage License.

Please note that it is not necessary to obtain a Marriage License in the Municipality in which the applicants are being married.

The Town of Henrietta requires that both applicants establish proof of age and identity by providing the following to the Town Clerk:

One of the following age-related documents:

  • Original Birth Certificate with a RAISED SEAL
  • Original Naturalization Record

One of the Following identity-related documents:

  • Driver’s License
  • Passport
  • Non-Driver’s License

(All forms of identification can NOT be expired.)

Where applicable, a certified copy of the Final Divorce Decree or original Death Certificate must be provided for ALL previous marriages.

It is important for applicants to be prepared to indicate their choice of Surname (last name) when applying for a Marriage License.

Marriage Licenses must be obtained at least 24 hours before the ceremony. The license is valid for sixty (60) days. If either applicant is 16 or 17 years of age, he or she must present written consent of both parents.

Conservation Licenses

  Conservation Licenses

A number of Conservation Licenses are issued by the Town Clerk. The fees for these licenses are set by New York State and vary depending on the particular license purchased. To obtain a resident hunting license, one must supply proof of hunter education and New York State residency and pay the appropriate fee.
Proof of residency is required for all types of conservation licenses.

The Town Clerk accepts cash, check, Visa, MasterCard and Discover for all types of conservation licenses EXCEPT Lifetime licenses.  If purchasing a Lifetime license, cash, Visa, MasterCard and Discover payments are the only methods accepted.
